Conservative party manual instructs Tory MPs on how to sabotage and disrupt Parliament.

As early as 2007 Canadian Prime Minister Stephen Harper revealed the Conservative Party’s secret agenda.  In 2007 a secret Tory handbook was released to the press which instructed, encouraged and rewarded Tory Party members to obstruct and manipulate Parliamentary Commons committees.

The secret 200-page Tory guide book was distributed to Conservative committee chairmen which counseled them on how to cherrypick witnesses favourable to the Conservative Party and disrupt committees that want to study subjects that don’t suit the government.  It also reportedly instructs them on how to filibuster and otherwise disrupt committee proceedings and, if all else fails, how to shut committees down entirely.

The Montreal Gazette reported on May 18, 2007 that “The book contains advice on how to grind committees to a halt, whether it be by recognizing a Conservative MP just before a vote and letting them speak as long as they wish to stall the vote, or adjourning a “disruptive” committee.”

“It is instructing Conservative chairs of parliamentary committees to obstruct and disrupt those committees for partisan advantage. It condones and rewards abusive behaviour. It even counsels witness-tampering and intimidation” ~ Liberal Ralph Goodale told the House.

Goodale said the manual also demonstrates that the government is in the grip of an “obsessive, manipulative mania,” run by a prime minister who has “a kind of control fetish” in which there can’t be “one comma or one sentence or one word uttered without his personal approval.”

When the existence of this anti-democratic playbook was made public in 2007 New Democrat Libby Davies said the manual explodes the Tories’ contention that opposition parties are to blame for the parliamentary constipation.

“So much for blaming the opposition for the obstruction of Parliament,” she said.

“Now we learn, in fact, that the monkey wrench gang have had a plan all along and not just any plan, a 200-page playbook on how to frustrate, obstruct and shut down the democratic process.”

Bloc Quebecois MP Monique Guay said the manual demonstrates the government’s “flagrant lack of respect” for the democratic process.

Today Prime Minister Stephen Harper stated that his newly elected Conservative MPs are ready to get back to the business of government, but “haven’t set a date yet.”  After being given a majority the first order of business for Stephen Harper is to prorogue (suspend) Parliament for the third time.

What is Harper up to?  Could he be secretly working with the United States government to suspend Parliament permanently?  It is the Conservative Party agenda to merge with the financially failed United States and create a North American Union.  Harper’s appearance at the New York City based Council of Foreign Relations (CFR) on September 25 2007, was made to officially endorse and express his commitment for the US North American Union agenda.  The US Council of Foreign Relations had instructed Harper to implement the plan by no later than 2010.  Harper had since been trying to form and lead a majority government.   On May 2, 2011 Harper finally got the majority government he needed to dissolve Canada in favor of a US controlled North American Union.

Even with a minority government Stephen Harper’s government has been secretly and unlawfully harmonizing various Canadian government departments and agencies with U.S. governmental agencies – to expedite the assimilation of Canada into the neo-conservative vision of a “Fortress North America”.  One such move took place in February 2011 – before Harper’s government was dissolved for corruption that included charges of elections fraud, contempt of Parliament and non-confidence.

The secretive agreement was signed by U.S. President Barack Obama and Canadian minority Prime Minister Stephen Harper in Washington on Friday February 4, 2011 that aimed to remove Canada’s sovereignty.  The secretive deal between Obama and Harper will establish a new border AROUND Canada and the United States.  And it will begin the work of REMOVING the border between Canada and the U.S. in order to form a new corporate controlled (fascist) America called the North American Union (NAU).

The North American Union (NAU) is an economic union of Canada, Mexico, and the United States. The concept is loosely based on the European Union, including a common currency called the Amero.

United States big business want complete control of Canada’s vast natural resources.  Canada is the last remaining country on Earth with vast amounts of untapped natural resources.  The deal was made to rob Canada and Canadians of its financial future.  Greedy U.S. corporations have used up all remaining natural resource supplies in the United States so they have made a secret and very lucrative deal with Stephen Harper to sell out his country.

The border deal will ‘protect us’ from terror. That’s how it’s being ‘sold’, but in fact we are getting in bed with the number one terrorist nation in the world today, the United States of America; a nation that is also bankrupt and may be nearing social upheaval.

The Council of Foreign Relations has published a book on its North American Union manifesto entitled “Building a North American Community”.  John Manley, former Deputy Prime Minister in the Paul Martin Liberal Government is a co-author of this book.

The North American Union architects have used the North American Free Trade Agreement (NAFTA) to try and legitimize the take over of Canada by U.S. interests as a “logical outcome” of the terms of NAFTA.

The CFR website openly endorses the Conservative Party of Canada under Stephen Harper, alluding to his government having an alleged mandate to transform Canada substantively into a U.S. colony by implementing the recommendations of the CFR, book “Building a North American Community”.  There is therefore clearly a working association between the Harper government and the CFR to implement and execute the NAU agenda.

Stephen Harper is a traitor.  He is working secretively with a foreign government to dissolve the country we know as Canada.  The secretive negotiations are being done without the involvement of our Parliament, or the people of Canada or the United States.  It is an undemocratic betrayal of all of us.  It is an illegal act of treason.

Canadian constitutional and related law is quite clear that any such effort by any elected members of a government to subvert the political authority of the Government of Canada, constitutes breach of a Parliamentary Allegiance of Office, and treason.

Any political figurehead, including the prime minister, can be removed from office if he or she conspires with a foreign state (the United States) to overthrow the government of Canada.  Even with a majority government, Stephen Harper can be charged with treason and removed from office before his 4 year term ends.  The secret anti-sovereignty deal made between Stephen Harper and US president Obama on February 4, 2011 is treason as it was made for the benefit of a foreign state (the US) and the intent of the secretive deal is to dissolve the border that defines the territorial integrity of Canada and interferes with the political independence (governing) of Canada.
